cancelled transaction still came out of bank

I had a pending transaction that is cancelled and it showed cancelled on my paypal account however, two days later it came out of my checking.

I even put a stop payment on my checking account (paid 30 for that) and it was still taken out of my checking.

I have emailed paypal and they said it's not their problem. There is zero way to get in touch with a paypal rep. 

I have contacted the recipient probably 4 times but no response. Can any one help me please

Any luck yet? Does it just go back eventually? How long till it goes back in
