I made a dispute with PayPal due to an item not being delivered when it was finally delivered it was the wrong item. I tried contacting the seller to no avail and tried going to the website I purchased it from and it doesn't exist anymore. This is obviously a scam, yet PayPal refuses to refund me the purchase price. Would anyone know ways to appeal PayPal decision??
