Why doesn't Paypal assist me with a fraudulent charge?

I've tried using the resolution center, but get nowhere with this pathetic company. It all started with an order well over a month ago that turned suspicious shortly after I ordered a product. First, I noticed that the seller wasn't an American company from my Paypal charge. Second, the charge was not what I agreed to when I hit the submit button for the order. Now, I know it's fraud because I never received my order. I've tried to dispute on four separate occasions but Paypal keeps siding with a criminal company that has no intention of fulfilling the order. So why does Paypal side with them rather than a 19-year user? Makes no sense to me. I've asked for them to call, but they never do. When I've tried calling, the system hangs up on me. Pathetic service. If I can't get favorably resolved, I'll quit this corrupt company and take my business elsewhere.
