What do I do if sellers item hasn’t “arrived”

It’s almost a month on the 19th since I ordered some shoes off a buyer from the U.K. I payed f&f so he could be able to lower the price more. The item hasn’t arrived and he keeps saying he’s going to contact Royal Mail and doesn’t. Until I told him I was going to contact my bank then he texted back and said he was going to contact Royal Mail and that he was on vacation with no “service.” What should I do?
