Unfair Paypal decission with no way to answer back

So I ordered a product for about 80 dollars, i got a faulty product that doesnt work, as well as missing several pieces of it.
I created a dispute, and after paypal intervened, the seller agreed to a full refund AFTER i send back the item with tracking details.
Now this is where it gets tricky, sending the item from Belgium to China would cost me 65 euro !!! How come Paypal agrees that I should pay that for a faulty and incomplete item?
Isnt the seller supposed to send me a shipping label to send him item back?
I have 2 days left on my dispute to send the tracking number, i have sent emails to paypal since 21 september daily, i have called several times a day with no chance of talking to an operator ... what am I supposed to do now?
Does anybody know of a way to contact Paypal right now? WHen i call, i always get to "Our offices are open monday to friday from xxxx" , and of course I am calling in those hours, but still it tells me its closed !
