Backstory: I have been refunded 200.59 but not recived

I have asked for my money held by paypal and had an explicit customer support answere of no.

I have asked them to talk to their bank to give money to my bank but they said it can't be done and also no

I have asked for my account summary of balances but been denied

I have asked for transaction number to check with my bank if funds have been sent but was only given an internal ID for the paypals

I have asked to file a complaint but was not answered.

I have asked to speak to managers but they just lie to me or disconnect the phone.

I have asked for my refund to be put back onto my paypal balance but have been denied multiple times.
