Seller refuses to respond to email and will not file lost shipment claim with shipper

Seller shipped a product via FedEx. FedEx claims the shipment was delivered, though it was not.

 

  1. I requested FedEx investigate...their feedback was to contact the seller to submit a claim.
  2. I reached out to the seller three times...no response.
  3. I submitted a claim to PayPal; they denied because of the original "proof of delivery

Thus, if a seller simply doesn't reply and never submits a shipping claim, the seller keeps the money and the buyer is out of luck with no recourse against anyone.

 

Any one have a suggestion?

 

BTW, it sounds like a business model. Sell something valued at $100, deliver a blank piece of paper and then don't reply to the customer. Since the seller has proof of delivery, no one in in the chain is responsible.
