Seller Did not Return Merchandise as promised

Case ID # PP-D-72726539 was opened on 22 June 2020 and closed on 6 July 2020. I was not given 20 days to respond. I have communication prooof with the buyer that he was to return the hat back to me and I would refund his money. The hat that I sent to him was authentic. He stated to you aall otherwise. No I am out of money and he did not return the hat. So he has made out with a refund and the unreturned merchandise. How can I get my money ot hat back. I proof of my convrsation with the buyer that I can provide. Again I was not given the 20 days to respond. Thank you.
