Saw from Trinix or Zhixintradi

I ordered a battery operated chain saw that was advertised of Facebook...ordered in Sept.  As of 12/22/2020 I have not received.  I put charge in dispute.  The merchant provided a tracking number but I never received same.  I did get a small envelope appx. 5”x6” with a chain from a JON in Auburn, AL  which I googled and found to be a scam.  Even though it appears this envelope had an Asian shipping label under the top label it was not big enough to hold a saw.  I put the charge in dispute and PayPal ruled in favor of this merchant.  Do not understand with all other complaints against this company.

If you put in a dispute for non receipt of item then the seller would win with a tracking number. 
You are only allowed 1 dispute per transaction so the only way you can get a second dispute opened is to contact Paypal (when and if you can) and see if they will open a second dispute for you.
They may decline citing policies but if you say what happened then they might open a second dispute for you.

If not then if you funded your paypal payment via a credit card then consider contacting your card issuer and see if they will help you with a chargeback?
