Refund needed after 180’days

Hi, Wondering if someone can help ! I’m getting married this year in March !! My partner has booked a bouncy castle and paid an invoice by PayPal we booked it back in June and since then have been ignore for several months, finally after getting in touch with the owner she said she has Sold the company and wouldn’t be able to supply the bouncy castle but would get us a full refund (this was 4th January) since then I have had her tell me she will refund this 2/3 times. We are still awaiting. Obviously it has been over the 180 days due to it being a service that was booked for nearly a year later. I have read about contacting your bank or PayPal and asking them to help ? Is there anything??
