Hope is well there and that you are safe. I'm so sorry that the dispute you filed was closed however all is not lost. Why? first the case you file was" item never received" now that you received the item but apparently the item was damaged. Yes, our system or Resolution center will not allow or there will be no option to open a new case for a same transaction. Now what you will do is contact our customer service to request for the reopening of the case and make and appeal this time tell them you received the item and it was "significantly not as describe" only our customer service representative is allowed to reopen a case that is why there is no option for you in the Resolution Center. Whats' gonna happen during the process is PayPal will give you time to submit compelling evidence to support your appeal and have the decision of the case reverse into your favor.
