Paypal's merchant does not send what was ordered

What do you do when the paypal merchant you ordered from does not send what you ordered, and you send a dispute into paypal and paypal does not respond?

Did you escalate to a claim?

Is it still under review?

Is it closed?

Did the seller provide tracking?

Some actual info would help if you would like advice.

This must be why Paypal and the vendors they work with do not provide valid contact numbers.
