Paypal - report unauthorised activity - not working

I have attempted to report a problem to Pay Pal numerous times and every time it comes up - "we are experiencing technical difficulties"

does everyone else have the same problem or is it just because I am reporting a problem with a eBay generated payment and PayPal refuses to help now that they are owned by eBay

Their resolution center is always having issues including not even having an add info/reply button like they said should be there nor the appeal button that supposedly exists. You should just straight up call paypal instead to even get a case opened.

Ebay and Paypal split years ago and are 2 totally separate companies.

So was the payment problem a paypal payment via ebay OR just an ebay managed payment?

it is a problem with paypal. every time i try to open a dispute it takes me to a page that says PayPal is experiencing a technical difficulty.

there is no way to open a dispute if they always experience a technical difficulty.

Try clearing your cookies/cache OR trying another browser or device, that normally sorts the glitch.

If not then ask customer services to open one for you?
