Paypal not responding to messages regarding a dispute and how to decrease partial refund as a buyer. I speak with the seller through Ebay and accept the partial refund i ask for defective parts but the amount the seller offering is less of what i ask first place on the dispute. So what i just need is to change the amount of the partial refund so to end this but Paypal is not responding to my messages 3 days now.
