Paypal favoring fraud actions by the seller

I had an issue with a company that sent me a machine which didn't have the features it was advertised with, had defective parts on an order of some houndreds of €, lied to me, said that they would send new ones acknowledging the pieces were not functional, and then never sent anything.

I opened a dispute, it was automatically converted instantly into a claim, I gave the proof I promptly contacted the seller after receiving the machine.

I never got any response, just an email saying my claim was closed in seller favour with no reasoning.

I contacted paypal twice and they told me various things.

"We don't offer any coverage for items which you buy to use" (even if they are defective already when received)

"Paypal protection doesn't apply to items that need testing to verify if the features advertised for the product are present"

"You should have known the features before buying and check feedbacks, it's up to you" (even tho I preordered it so I was an early adopter and was lied about it without the ability to view feedbacks about it)

"Protection is only for products that don't require usage and have an aesthetical flaw"

"We are NOT related to people that manage claims, it's not our business"

"You should have done it faster" (even tho they say to first contact the seller privately and only open a dispute if you can't find an agreement, even before the 6 months)

"Nothing can be done for closed disputes"

 

So paypal claims basically to NOT offer ANY kind of customer protection under ANY circumstance for sellers even after a total SCAM, promoting seller fraud (which are very frequent with this company without Paypal doing anything to limit their income).

They basically don't provide ANY service nor they try to apply EU consumer regulation (company denied me the return of the product), even if part of the transaction goes to them. 

They BOTH (seller and paypal) stole my money and don't give any reasoning beneath them.

It's embarassing how they deny any responsability of their actions and what happens under their platform.
