Paypal allowed $400 to be stolen from my card

So I noticed an unauthorized charge on my account in the amount of $400. I filed a dispute/claim on the transaction, obviously and had a new card ordered as I could not locate my own. So my card was lost/stolen and in that time $400 was removed from my account. Not even an hour later I had a determination on my dispute. They were denying it because the pin was used and only I (the card owner) should know that info. They then told me after reissuing me a new card (thus admitting someone else besides me used my card), and very condacendingly, that they would redispute the charge after I filed a police report and furnished that to them. I told them that doing that would be pointless bc I don't have any idea who might have done this. Thus giving the police no information to go on and being a completely useless step in this process. Not to mention, I have looked and I see nothing in paypals terms and conditions under disputes or the terms pertaining to their business debit card that says it is required to have a police report filled in order to process a dispute of this nature. It seems to me theyre trying to make me jump through unnecessary hoops and act outside of their terms and conditions and not doing their part/job/duty as a financial institution in making sure they are taking care of their customers. Especially being as I am a business owner. It seems to me that this is a breach of contract in failing to provide a service they advertise they cover in these situations. Not to mention the federal laws and guidelines they have to follow to protect their customers and businesses that obviously are not being followed. I was made to feel as if I was a liar and unworthy of their "protection" they so openly brag about providing. I may be a business owner but I'm a small business. And $400 is a lot of money to someone like me. It's obviously not a large enough amount that I will go under without it but it's the principal of the matter that they are allowing a small business,, no they are allowing their customer to be stolen from and further hurting a small business in a time of economic crisis. Can anyone please help advise me here
