Paypal Seller Protection does not cover subscription type chargeback

Let's say you buy your TV/mobile service from Verizon, ATT, Comcast etc. If you no longer want to stay with your current plan, what normal people will do?  Call the the service provider to cancel service. Would any decent person call the bank to reverse a previous payment?

 

That's what I encountered in Paypal.  I sell web managing service to a customer for 9 years (!) through an automatic yearly subscription. After the last chargeback, this customer filed a case in Resolution Center claiming "Not as described" without detail and got refunded from Paypal directly.  Excuse me??  8 years of service without problem but same service  is "Not as described" on the 9th year??

 

I provided evidence of the case to Paypal , but Paypal says "This chargeback type was not covered under Seller Protection". Paypal subscription is a pre-approved,  legally binding written agreement, does it mean anything to Paypal?   Moreover I was charged $15 for dispute fee, even I was not the party filing the dispute.

 

I wonder whether Paypal Seller Protection really protects anything.
