PayPal gives refund from my account, even with tracking information provided

I I sent a shipment of a coin collection to Madrid, Spain in April, with tracking number.  Buyer reported item was not received.  I provided him and PayPal, again with the tracking number and showed that it left my location and arrived in Chicago USPS International over a month later.  It then shows that it was sent on to Madrid, Spain, and nothing else.

Why did PayPal take money from my account and give it back to the buyer when I have proof that I had done my part?  Is this a new scam or what?
