PayPal claim - HELP!!

So I am the buyer and I used my bank card to make a purchase.
The merchant uses paypal to process transactions.
The merchant and I had a disagreement so I opened up a case with my bank.
The merchant and I then worked things out so I closed the case with my bank. (I have contacted my bank 10 different times and have gotten a confirmation letter in the mail stating the case was closed). My bank says they definitely sent a notification that the case was closed (im not sure if the notification goes to paypal or the merchant's bank).
However Paypal claims they cannot close the case because they haven't received a notification that the case was closed.
The merchant cant ship my order because the funds are "locked" because of this Paypal case still being open.
Everything is now at a standstill with paypal pointing fingers at the bank and the bank pointing fingers at paypal.
How can the merchant and I get this case closed? Does the merchant have to contact their financial institution?
I'm at a loss!
