PayPal Responsibilities

Has anyone else had any issues with PayPal over the last few months? I had something ordered for me through PayPal from an Ad on Facebook on June 8th from a company that was advertising a bluetooth speaker. The purchase was made; we got a receipt from the company (and one from PayPal); and, now the company doesn't "exist" online anymore. We never received the item or a tracking number, so we immediately "tried" contacting PayPal.  We've tried to contact PayPal once (sometimes twice) a day for over two weeks now. Due to the coronavirus, "customer service is limited"; however, we have still yet to talk to anyone. We've tried the "Help Center" and now here. The messed up part is, PayPal actually removed the transaction from the account, so there is nothing there to "dispute"!!! It's amazing how everything else is working, except for "Customer Service". SO I ask of PP (pun intended) customers this... Has anyone had a similar issue, and was it resolved (since the pandemic started)?

No one answers customer service number. No one responds to messaging.
I filed dispute that I did not purchase 5 pairs of the same shoes within two minutes.

They resolved it and said I did. Now I can’t file a dispute because they say it is closed.

Its not closed when someone stole $371 from me.
