Paid for product and never received

I paid a retired Navy Veteran to make me a shadow box because I am a Navy Veteran also. I paid him a year ago and still haven't received the box. He kept giving me excuses as to why it couldn't be mailed out. I tried for months. As of August, he stopped responding to me. Is there anything I can do to get my money back?

You had up to 180 days to open a dispute for non receipt of item and get a refund via paypal, sadly you are too late now.
