Never received products - can't get Paypal to resolve or follow through

I got scammed through an Instagram Ad, my bad, and now I can't get Paypal to refund the monies though I never received the products - see email from scam corporation below. But, because they did ship part of the lame products (watch broke in under 4 hours) they had a legitimate shipping label and so Paypal closed the case without me having the opportunity to respond. AND, there is no way to talk to a live person to explain that - I just get in the dispute/resolution loop with FAQ offered that do not respond to the actual situation - and, of course they did not send the items nor issue a partial refund... Any suggestions?

In this case, we are arranging a replacement for you and sending the items by FedEx to expedite the shipping process. However, it will take a few days to process the item due to the holidays and you will be updated by an email when the item is shipped, therefore, as we value your business, we would like to offer you a 10% partial refund for the inconvenience. Please let us know if this is acceptable so that I can process the partial refund.

Which dispute did you open?
Did you escalate to a claim?
Who closed it?
Did paypal make any decision?
How did you fund your paypal payment ie which funding source?

If the seller could provide a tracking number then you should not open a dispute for non receipt.
You should have opened a dispute for 'not as described' as the item was misdescribed AND insufficient quantity of items.
All you can do is appeal citing not as described but if they turn you down again and you didn't fund that paypal payment via a credit card (so can try a chargeback) then sadly nothing much you can do about it.
