My Facebook complaint was rejected. Was I wrong to complain?

After being notified by Facebook of 'unusual activities' in my account, I receive a $25.00 charge from Facebook Ads Team to "Post" New Video".
My complaint:
I did not record any video, and I have not requested it distributed.
Yet Paypal has rejected my complaint finding it to be "not unauthorised'. I do not know who authorised it, it was not me.
Is this OK? I feel it is not, and that I have a right to escalate. But how does one do that?
