I ordered a wedding dress on this website millysbridal.org after making the transaction with PayPal I realised it was a scam after them making false information on there website stating they were based in England, and false addresses, they deleted my account with them as soon as I made the transaction, gave me a Chinese number and a false email address with random numbers after then reading reviews about them I found out that they scammed hundreds of women out the there money and they never got a refund after only an hour of making the purchases I filed a dispute with pay pal and they came back saying there was no dispute and cased was closed, then after my bridesmaids went crazy messaging there social media accounts they finally got back to me stating they were going to cancel the order and refund me which they haven’t there English are not good and they stated in the email - Yes as you have opened the dispute,so that this refund will be proceed by the paypal. Kind regards- Which means we are not giving the refund you will have to get it through PayPal Problem is because I have made a dispute and PayPal stupidly said there is no problem with the transaction, PayPal will not let me reopen the case as I have not received my refund and they is no way of even ringing PayPal for some stupid reason ! Every number I try for PayPal doesn’t go through so I’m really stuck and the PayPal message service is a stupid robot so I don’t know what to do

Please say you didn't open a dispute for unauthorised and not non receipt?

 

A dispute for an unauthorised transaction is telling paypal that your account was hacked and used without your consent to make that transaction.
Paypal would check IP addresses and devices and close the dispute if it was you that made the transaction.

You are only allowed 1 dispute per transaction so the only way you can get a second dispute opened is to contact Paypal (when and if you can) and see if they will open a second dispute for you.
They may decline citing policies but if you say what happened then they might open a second dispute for you.

If not then if you funded your paypal payment via a credit card then consider contacting your card issuer and see if they will help you with a chargeback?
