You’re welcome! I believe that PayPal has somebody on the inside rejecting these claims bcuz that’s not like them. I have had PayPal for 14 years and have never had any bad experiences with them. I think thats a good ideal to file a complaint with the consumer protection agency.

I had the exact same thing happen to me and PayPal just sent me an email denying my case.  It seems very odd to me that PayPal supposedly got a response from the merchant claiming "This decision was made because we received shipment tracking from the merchant confirming that the merchandise was delivered." when I have not been able to get a response from them.  I don't think they did anything but enter the fraudulent UPS tracking number in their tracking system which says it was delivered the same day I purchased it but checking the full tracking shows it shipped 2 or 3 days before I purchased it. I agree either PayPal is in on the scam or they are enabling this supposed company to continue to scam people.  Either way I am likely done with PayPal, so much for a secure Payment method, I would have been better off to pay for it with my credit card at least they would have refunded my money.

Do what I told you to do above. I got my money back because I went through my bank and file a complaint. I suggest do the same

For me the fraud happened in PayPal's side.  There is absolutely no issue or complaints regarding my newly opened account but it was suddenly and unjustly put into "limited" status without informing me why.  I am guessing that this might have been done by an irate PayPal Customer Service Agent (maybe Emmanuel-he was the last person I talked to) just because he decided that he no longer wanted to provide the customer support regarding my previous account which was closed by PayPal despite still having money in it.  It was only $13.  Putting my new, fresh and clean PayPal account on hold is terribly unjust.  Its literally power-play just because Customer Service Agents know our limitations.    Now I am imposed to attach several information about me which could compromise my privacy.  In fact how can I trust PayPal to handle private information properly when their Customer Service Agents do things like this in a snap of a finger?

Do not give the agent any more of your information. This is highly unlike PayPal. I have been a customer for 14 years and have never had the problems we’re all dealing with now. It’s bcuz of the Covid nobody can talk to anyone. So how did you get to talk to anyone? Either they’ve been hacked or are a part of the scheme.

Wow after reading all of these complaints you would think pay pal would automatically not take Transactions for this business noting fraud. I got lucky because I noticed it within 12 hours of a purchase that was made late into the evening. By the next morning 8 Am I had reported that I had a suspicion this was not OK. No tracking number was given because of quick action but I see they've gotten really smart and now covering their tracks. I receive a full refund last week. pay pal did rule in my favor. However it seems that they're not tracking this thread and that's worrisome. Shame on pay pal.

You seem to be a decent person just doing your own business, making a living.  You deserve a happy ending for your issue.  PayPal wouldn't have decided in your favor if it weren't obvious.  They just needed to choose between "right or left".   I'm currently looking for someone in the higher up to report my issue.  I cannot trust a Customer Service Agent who has no ethics to handle my information properly.

APPEAL

To submit an appeal on the dispute that was closed, PayPal asks that you obtain a detailed report from the shipper/courier (on their letterhead or some other form of official stationary) that includes the address the seller gave them for the shipment or that includes a statement mentioning your address and saying the item was delivered to a different address.
When you have that, contact PayPal via phone (log on to your account and click Contact at the bottom of the page, however that may not be an option at the moment due to covid), or via Facebook (send a Private Message to PayPal) or via Twitter (send a Direct Message to @AskPayPal) and say you want to appeal the denial of the dispute based on the shipper saying the item was delivered to a different address. Once it's submitted (you will be provided with directions on how to do that), the dispute will be reviewed further and a determination will be made.

You also have the option to contact your card issuer if you funded your paypal payment that way and see if they will do a chargeback for you.

I had no luck with PayPal assisting me with this obviously fraudulent company. In my case, the tracking number indicated that the item was delivered

on 4-21, even though I hadn't even placed the order until 5-13. Fortunately, I've gotten my credit card company on the case. This horrible service from PayPal is going to cost them my business. I will make every attempt to pay using other methods now. I don't reward companies who shirk their responsibility to their customers.
