Item paid for didnt receive

Hi all I bought an item from a seller and waiting 12 days for it to come keeps saying its posted etc fobbing me off.. I'm trying to claim my money back and out a dispute in... it seems I'd need a lap top or computer to do this as I'm unable to do it on.my phone. Thank you

Click on the transaction and there should be a 'report a problem' at the bottom of that details page for you to open a dispute.
