Item not received

I had purchased an item back in March 2021 and have not received to date.

I have given paypal proof of purchase but they are saying the supplier has proof the item was sent, but we have not received it.

Now my question is, the supplier must have a tracking system that they can follow to see if the item was sent where it was sent to and who picked it up.

So why are they not producing this information, I believe that this is a scam and paypal does not do enough to protect its consumers from suppliers like this.
