Is marveljoy.com a scam site and why is it still operating/payment by paypal?

I bought a Super cute owl smart camera from Marveljoy website (tricked by a facebook ads)

And Fingertip Interactive Tech Co.Ltd is the Merchant Name in paypal receipt.
 

When it arrived, it is another cheaper camera, the company even remove the actual product pix.

 

Now I file dispute and need to return my product. After reading those these articles in this site, I think my delivery will bounced back to me. 

 

Searching for the seller email address lead me to find other bad things this user/company is doing, why is the domain name not stop by paypal?

Anch’io ci sono cascato e mi stanno chiedendo di rispedire a spese mie la telecamera da 10 euro sbagliata ma dopo 2 mesi secondo loro io c’e Lo ancora....

lo buttata appena era arrivata e avevo capito che era una truffa sono dei pezzi di **bleep** attenzione alla marvelyoi

Was scammed as well by their Facebook ads. They showed a DJI Mavec drone and passed it off as their own. I never even received the extras I ordered with it. Just a toy drone smaller than the size of a wallet that did nothing that was claimed it can do on their site. Paypal did nothing to help. When I did finally get the drone, I wanted to return it but there was no means to communicate to the company that sold it. Paypal closed my case and didn't even bother to further investigate my claim. They stated the company told them that I should return it for my refund but Paypal wouldn't address my concern that they were not responding to any customer's order inquiries. How am I supposed to send it back if they purposely do not respond? Paypal's buyer's protection used to be very helpful to cover us on such things but as of late, it appears Paypal doesn't care anymore.

Same thing happened to me. PayPal screws their customers. PayPal closed my case with no documentation from seller. I had screen captured everything just in case this was a scam, I sent all that with my complaint, and they still denied and closed the file! There needs to be a class action law suit for this practice. They know these Facebook scams are happening, yet still offers to steal your money for mis represented goods.
