Is it BUYER protection or Seller protection?

Recently I escalated a case to PayPal after purchasing opticals from a seller. I submitted photos, communication and etc to support what the seller already has in their policy. One two separate occasions my case was denied without a detailed explanation. I’m certain PayPal did not bother to read the information I sent. This new change in policy is a marketing scheme to promote sellers and trap buyers all in the name of making PayPal more money. I’d rather use my credit card and debit which has much better consumer protection.
