Injustice with resolving my case against a seller from China from Paypal

I have bought an item that is worth 60 usd from a store apparently from China, given the fact that I live in Germany, now; what I received was the wrong  item, I contacted my seller through paypal telling them what happened, and they replied with *please return the item to the following address*, the address is China, however, I didn't receive any return forms or an already paid return DHL stamp, so I escalated this to paypal and they resolved this case in my favour that I would get a refund if and only if I return the item and provide the seller with the tracking number.

My question is, why do I need to pay more money to ship the wrong item that I got just to get a refund, I already paid 60 usd for the wrong item and now I have to pay more than 15 euros just to get my refund?

Is this how paypal resolve wrong items cases? I don't understand how this is fair to me?

In the event of a dispute you nearly always have to return the item back to the seller so you bear in mind possible return trackable costs before you buy from that seller / item / country.

Paypal state this >>
PayPal is not obliged to reimburse you for any costs that you incur to comply with any of PayPal’s requests for cooperation for the purpose of resolving the problem (including, without limitation, costs that you incur to return a SNAD item to the Payment Recipient or another party as PayPal requests), although sometimes it may reimburse these costs.

Although they will compensate you for some of the cost if you have activated the 'return shipping on us' link at some point before you made that transaction.

You also have the option to do a chargeback via your card issuer instead of a Paypal dispute if you funded your Paypal payment via a credit card.
