I just got scammed by Goldicq.com and I want to refund the purchase

I tried to buy in-game currency from Goldicq.com and they are scammers to a Tee. I looked up the reviews for their Website and HUNDREDS of people are saying that they have been scammed. They say they're going to deliver it within 24 hours since the "supplier is offline" or they give a refund. Problem is, after 24 hours with no delivery, they say that they ordered it from the Supplier already and they can't give a refund. They refuse to give a refund to me and countless people have been waiting for MONTHS and the scamming website keeps saying that the "Suppliers is offline". When you request a refund, these people have the audacity to say that they will only give a refund if you pay a new order with your Credit Card or another local payment. This is literally an Indian Scam Call a center but in Online form. I've seen some posts on PayPal say that PayPal defends these scammers and have denied disputes even though there are a TON of proof. What the h*ll? I've only spent $12 but I don't want to give a cent to these scammers and honestly, if PayPal doesn't give a refund then it goes to show that they are truly corrupt. I've tried to open a dispute and the Seller/Scammers refuse to say anything in it. They will never say anything and I have no idea what else to do. If anyone can help, thank you. I will definitely be more careful from now on. I didn't think this would happen since it's one of the first few searches on Google (on the first page no less). This is ridiculous
