You could have opened a dispute with paypal for non receipt of item by clicking on the transaction and going to the resolution centre via the link on that details page.
However as you have already gone to your card issuer you now can't open a paypal dispute as it would be closed as soon as paypal know you have gone to your card issuer as you can't proceed with 2 claims at the same time.
So now its up to your card issuer to decide on a refund or not.
