How do I elevate to a claim after I have entered a dispute?

I filed a dispute after no response from emails and now the system will not let me file a claim.

Which dispute did you open?

Did you close it?

Have you escalated once already?

Which dispute did you open?  Case ID: PP-I-16031956  

Did you close it?  Paypal closed it.

Have you escalated once already?  Paypal states the case is closed and will not allow me to escalate to a claim.

Can't help if you don't say what dispute you opened, giving me a load of numbers is meaningless as no one on here can view your paypal account.
