How Do I Appeal Unauthorized Transactions?

Recently someone used my PayPal account to pay for a Netflix account. They occurred on three separate dates before I noticed and filed disputes on the charges and had Netflix block my PayPal account from being used. I feel like it would be a little suspicious that i was getting two Netflix charges a month so I assumed they would refund me the money. The case in now closed as Paypal deemed these payments as authorized.
I've been trying to get a hold of customer service through the phone but i keep getting tossed around in the automated responses, and it's not clear on the site on how I can appeal Paypal's decision.
Should I just give up and file the claim with my bank instead?
