Having trouble trying to change my claim reason

Unfortunately i have been a victim of the wrong item scam from a seller in china. I placed an order for an item and received something completely different and not worth the value i paid for the item i thought i was receiving.

i made a claim that i had not received the item however after 2 months i have received something even though as i stated previously it is not what i had ordered. When i try to change my case reason from item not received to item not as described and click submit it just keeps coming up with a message saying some information is missing even though i have filled everything out and it will not let me change my case reason.

Does anybody know how to sort this problem out. Any help would be greatly appreciated as paypal clearly do not care and are happy to let fraudulent sellers get away with this.
