Has anyone dealt with Vic?
Sold some stuff to him on ebay which was delivered.
5 weeks later, he asks for invoices for his tax return.
7 weeks later, he did a charge back via his credit card.
Items have not been returned, money refunded and got hit with 30 bucks charge back fees from paypal.

A chargeback is not a Paypal dispute, it is done directly via the buyer with his credit card company as he must have funded his Paypal account that way.
So the card issuer makes all the decisions and all Paypal do is pass on any information you supply to the card issuer on your behalf.
If the card issuer finds in favour of their client then the buyer is refunded and you pay the card issuers fee (not paypals fee).
The card issuer does not get involved in the return of items etc, that is between you and the buyer.
So your options are to contact the buyer and request the return of your item (they may ask you for a shipping label) OR if you think the chargeback was unjust or the buyer refuses the return then you could look at a small claims court claim if you have that option in your country.
