I have put a problem report into PayPal to report two fraud cases. Both were for items that were ordered and never received. UPS says they were delivered to my garage, but that garage is always locked. The weight was too low as well .8 Lbs... It has taken them many weeks to respond. The delay from the virus is a lame excuse unless their workers are on dial-up...  Does anyone have a direct e-mail or phone to a human?
