So when I clicked on a transaction, then "report a problem", "item not as described", I am seeing these two different topic on the top; one is showing "Contact Seller" and one shows "Not as described - claim". They are from two different transactions on my account; anyone knows the difference?

It happens. Hit the "Login to Ask the community" button to create a question for the PayPal community.
