Ebay QR Code Scan on collection then PayPal dispute for unauthorised transaction

I recently got scammed for £930 doing the ebay QR code on collection. Buyer paid via PayPal, came to my home, I scanned his phone, few hours later received a positive feedback "happy with the ipad", so I gave him one too, and another few hours later I got a PayPal unauthorised transaction dispute. Long story short paypal doesn't care about ebay code, even though it's automatically added by ebay on the PayPal transaction and make me pay the money. Ebay doesn't want to step in as the dispute is open via PayPal... PayPal says they can't contact ebay to confirm...How safe it is? Not at all. I also made an action fraud claim, as PayPal asked for it, yet still they decided to favour the buyer, and the transaction is not eligible for Seller protection... I have sold a few items over the last few years, and never had any problems with eBay or PayPal, now... I have a huge one and honestly can't afford it... My next step would be to contact the Financial Obusdman and tv shows / newspapers... Any advice on how else to proceed?
