I ordered 2 speakers in March.  When I didn’t receive them, I reached out to the vendor.   The responded that item ships within a particular timeline.  I filed a complaint with PP.  Because he forwarded a tracking number to PP, PP closed the complaint.  Come to find out, I was sent a cheap pair of sun shades, which I thought belonged to a family member.  I have since reached out to the vendor many times requesting a refund (121.00 usd).  I also reached out to PP, who has yet to respond.  What do I do?  I trusted PP to protect my purchases, they just closed the complaint without any correspondence with me.

If you bought tat from China or Social Media ads then paypal can only give you as much buyer protection as they state they will.

The rest is up to you to risk assess your own transactions.

You are only allowed 1 dispute per transaction so the only way you can get a second dispute opened is to contact Paypal (when and if you can) and see if they will open a second dispute for you.
They may decline citing policies but if you say you made a mistake then they might open a second dispute for you.

If not then if you funded your paypal payment via a credit card then consider contacting your card issuer and see if they will help you with a chargeback?
