Double charging

Hi all, why PayPal is double charging me for every single transaction I am try to pay? Why an error message appears and my account show a problem if I have this account for ages and have recently provided all documents the Compliance team request me? No answer by telephone, no proper answer by message. Is there any complaint process available on PayPal?
