Dispute of unauthorized transaction was denied because it is not unauthorized?

I got an unauthorized transaction made by a scammer who hacked into my paypal account.And I made a dispute and changed every password,key,etc,ASAP.Then I checked my dispute,but it was denied because this is not unauthorized!?I was so worried and called a agent and he helped me to re-open the case.I am quite sad with Paypal which I used it over 4 years.There were so many same cases in paypal commuity forum,but they cannot get money back finally.Is it so easily for scammers?Can I get my money back?☹️
