My teenage daughter purchased a Mother's Day card online which cost £3.99 and this is what is showing as coming out of my PayPal account, however, when I log onto my bank statement PayPal have taken £17.71. My problem is nobody is taking responsibility for a refund, the seller says it's PayPal's fault, PayPal keeps closing every case I open and the bank have just given me a telephone number for PayPal which is constantly engaged. Considering these unprecedented times we're currently in, I need every penny I can get. Please could somebody help or advise.
