Charged twice, unable to dispute second charge???

I have called PayPal, my credit card company, and the vendor, the first two of which stated I need to speak to the vendor who is able to cancel the transaction, but every time I've called and asked the vendor, they are unable to locate the second pending charge and I need to speak with PayPal regarding this issue... yet PayPal has not been able to help me either, although they can see the charge, I just keep getting told that the vendor is preparing my order, which I received the products last week, so all is well on that end.
Can someone please point me in a direction to get this resolved and refunded for the second unauthorized payment???
