Charge back $20 fee question

I recently got charge back because one of my friends decided to charge back small amounts that I already refunded. Then PayPal charge me an additional $20 fee for every charge back he made. My so call friend no longer responds so I need to find out who I can talk or email regarding the fees. I’ve had my PayPal for over 4-5 years and I’m highly considering closing the account as I find the fee to be unfair. Can someone help me find out who I can contact about the fee.

A chargeback is not a Paypal dispute, it is done directly via the buyers credit card company which was used to fund that Paypal payment.

In that case the credit card company make the decision on behalf of their customer although Paypal will forward any info on your behalf.

If you lose the dispute / chargeback then the credit card company charge you their processing fee.
