Caught in the endless loop

I ordered some items from a Chinese company.  The items arrived, and were clearly not as described.  PayPal has stepped in to help facilitate a resolution, but the selling company, and now PayPal, are wanting return shipping information.  

 

Since the items ordered were not as described, why am I being asked/forced to pay for the shipping back to Beijing?

 

Where do I need to go to get to talk with someone, or at the very least, instant message/live chat with someone who can help resolve this?  I fail to see why return shipping charges are my responsibility.

Did you not read up on paypal buyer protection before starting to use it to see what it does and does not cover you for?

 

In the event of a dispute you choose your seller and not Paypal so you need to bear in mind possible return trackable costs before you go ahead and buy from that seller / country.

Paypal state this >>
IMPORTANT: You may be required to return the item to the seller or other party we specify as part of the settlement of your claim. PayPal Buyer Protection does not entitle you to reimbursement for the return shipping costs that you may incur.

Although they will compensate you for some of the cost if you have activated this at some point before you made that transaction (make sure you use the correct link in your country as that is the U.S link).

You also have the option to do a chargeback via your card issuer instead of a Paypal dispute if you funded your Paypal payment via a credit card.
