Can't Get through to PayPal.

I bought a TurboTax for Business tax program from a PayPal vendor.  The vendor delivered a download link that worked, but the authentication code sent to me was invalid.  I wrote to the vendor at least five times (at three different email addresses) over a couple of weeks with no response .  Eventually I had to buy the program again, from another vendor, so that I could file my subchapter S Corporation taxes which were due on March 15th.  I filed a complaint with PayPal, and they denied it (PP-D-58612708).  They said that the vendor had delivered the program.  Well, yes, but not the authentication code necessary to use the program.  PayPay totally missed the point.  But there appears to be no way to get through to them to ask them to reopen the case and take a second look.  I can find no method to appeal.   There is no one to write to, no email address.  Following prompts on the PayPal site just takes me in endless loops to the resolution center where the matter is closed.  Is there any recourse?  If not, this is an important lesson, because I've never had such a poor experience with my credit cards, and I've always been able to speak with a real person.

Hope you safe in this time of crisis that we are all experiencing.  Based on my understanding is that you are trying to get hold of our customer service to reopen the case and appeal the decision.  So sorry that your having trouble getting in touch with us.   However due to this pandemic (COVID19) that we are all experiencing right now, the only means to communicate with them is via Chat.  All you to do is login to your PayPal account and go to your Message Center and look for the Chat Support option wherein you can get in touch our live chat support representative or you may also consider contacting Customer Service via Facebook or Twitter. You can send them a personal message from their facebook or twitter pages.
