Buyer purposely broke item to receive refund and won case

Hi, I had a Tiffany bracelet shipped to a customer through Depop and everything was perfectly described with numerous photos and video. The buyer purposely broke the item after telling me she received the item in good condition, and then filed a complaint through PayPal to receive a refund. PayPal chose in her favor and she somehow managed to win the case. She still has yet to return the item but she received her refund. Any way to contact PayPal and fix this issue ?
