Account Compromised, Refund Issued then additional funds taken from my PayPal account

I sent this email to the compliance department today.  
 
On July 7,2020 at 3:00am, I received text messages asking if I authorized payments to various people through my PayPal account.  I did not see these until 6:00am, and when I tried to say No, it said I was too late.  I spoke with Customer Service on July 7th, and was told the money didn't go anywhere, so it should be ok.  We went through some security issues at the same time, so I could ensure this wouldn't happen again. I have since changed all my passwords for email, PayPal & whatever other apps I was using at that time.  I also downloaded a separate app for an additional security step.
 
On July 8,2020 these funds came out of my Bank account in the amount of $5,187.76(9 x $410.000 USD converted to Canadian was $576.42 each).  My Bank returned these as unauthorized, and I advised PayPal(again) that I did not authorize these transactions and that they would be coming back.  For some reason 5 more transactions of $576.42 were debited from my PayPal account on July 13,2020.which overdrew it by $2,882.10.  I immediately reached out to PayPal explaining that I did not receive these funds, did not request these funds, and my Bank did not request them.  I contacted my Bank as well who touched base with their Compliance Department and Tracing Department to see what could have happened.  My Bank did not request this, and my account was never credited the additional $2,882.10.
 
I maintained contact with PayPal, and hopefully you can see my messages back and forth with them.  No one could tell me why these additional amounts were taken, and no one could tell me with certainty where they went.  On September 2,2020, I received a collection letter from NCR Inc, and promptly contacted them regarding this issue.  At that time another request for investigation was initiated by them, and on September 14th I received a message from PayPal on my PayPal messenger, that I would be getting a call within the next 24 to 48 hours.  On Saturday the 15th at 12:37am I received an email from PayPal indicating they could not find these transactions, and they tried to call me on September 15th.  I'm not sure who would have been calling after midnight my time, but my cell did not show any incoming calls.
 
I reached out to PayPal again stating I hadn't received any calls, and was told again that I would.  No call.
 
I was advised to go to PayPal's collection department, whom I've spoken with prior and received not assistance, so I called today and got a very kind young man who researched my issues on my account.  I told him NCR advised me to pursue this through PayPal again, which I am.  He gave me this email and this is why I am sending this information to you now.
 
I never received an additional $2,882.10, and being that I am a retired Bank employee, I would have definitely returned this money to my PayPal account, and not gone through all this trouble to resolve it.  I have attached copies of my Bank account history for July 6,2020 to July 24,2020.  You can see where the 9 transactions went through, as well as the credit for $5,187.78 reversing these 9 transactions.  There is no record of $2,882.10 going into my account, and the information on these transactions on PayPal's end says that's where they went.
 
Please help me resolve this.  I am an honest person with 30+ years of Banking under my belt.  I was an Assistant Manager for 15 years before I retired, and I have dealt with an uncountable number of issues with funds missing/stolen etc. I understand both sides of this, and appreciate any help I can get to take care of this.

I'm having a similar problem. I had a large unauthorized transaction go through. My bank returned it NSF. I contacted Paypal to tell them it was unauthorized and they deemed it was not so they sent in an appeal. A few days later, Paypal tried to process the information through my bank again and again, my bank returned it NSF. 

 

In the meantime, Paypal has deemed this fraud as NOT unauthorized. They will not reveal how they made this decision or what investigation steps they went through. I'm just gutted. I did not perform a $5000CAD transaction but they have informed me they will dispute it against the vendor but if that doesn't work, they will send it to collections. 

 

I also used to work in banking, and spent so much time investigating fraudulent transactions. I'm disgusted by how shallow the investigation was by PayPal. I thought PayPal was safe and that I was protected. I was very very wrong. I will be going to close my bank account that is linked to PayPal because Paypal refuses to delink it while I have an outstanding balance, and I'm sure they will just keep draining it while I get charged $48 NSF fees by my bank every single time.

 

PayPal is a huge disappointment. We are NOT protected.  I think legal action against PayPal to gain access to their investigation files is what I will be left with if the vendor doesn't refund. I logged with fraud agencies in Canada and the US but I have no idea if it will make a difference.

I feel your pain, and I too felt protected.  It really wasn't until I pushed them to re look at these transactions(initial ones), that made them reclassify them as unauthorized.  The fact that I got an email saying they couldn't find the 5 additional ones makes me sick to my stomach, and a Bank can't trace what they didn't receive or send.  I've had to say that over and over again, but I do understand the service people I've communicated with are not the problem.  Since this has happened to me I've heard from a lot of others that they didn't trust PayPal to protect them, but I did.  I've learned a lot from this too, and once it's resolved, I will no longer have an account either.  It sucks, and with the situation we're all in right now with this pandemic, there's not a lot of disposable income to reach for.

Someone in another thread said PayPal wouldn't investigate the transactions until a criminal case was reported at https://www.ic3.gov/ so that's my next step if the vendor doesn't refund the fraudulent transaction. 

 

Then I'll be cutting ties with Paypal permanently. Credit Cards are safer!
