I was scammed by 163.com. Filed PayPal dispute. PayPal contacted seller. Seller provided tracking info for item they deliver to me, which was a cheap plastic ornament. I had ordered a garden potting bench. PayPal closed the dispute saying the seller had proof of delivery!!!
